Each year the Illinois Student Assistance Commission (ISAC) is responsible for adopting an allocation formula for the Monetary Award Program (MAP). In January, the Commission acts on a "start-up" formula that is used to begin making award announcements for students applying for the upcoming fall term. Typically, once the Governor and General Assembly take final action on the budget, the Commission revisits the formula in June or July and takes action to approve a "recompute" formula.

Unless otherwise noted, all calculations should be rounded to the nearest whole dollar upward from .500 and downward from .499. As a reminder, students who have been paid for 75 or more MAP Paid Credit Hours must attain junior status for MAP grant eligibility to resume. Students who have been paid for 135 or more MAP Paid Credit Hours are not eligible for MAP.

2010-11 Recompute Formula

On June 18, 2010, the ISAC Commissioners approved using the FY11 MAP start-up formula as the FY11 recompute formula. If it is later determined necessary to reduce award amounts to stay within the appropriation, second- and third-term awards would be reduced accordingly. The FY2011 MAP Recompute Formula listed below is also published in June 18, 2010 Agenda Book (Item 8).

  • Budget
     
    1. Use 2003-2004 reported tuition and fees at all institutions, assessed at 100 percent at all institutions.
    2. Use one living allowance for all applicants, set to $4,875.
       
  • Resources
     
    1. Use 80 percent of Pell Grant eligibility as determined by the 2003-2004 Pell Grant Payment Schedule, which contains a $4,050 maximum.
       
    2. Calculate the ISAC adjusted EFC by inflating the Federal EFC.

      Adjusted Dependent Students’ Parent Contribution:
      Adjustment Factor =[PC/11,000 + 1.10] rounded to 2 decimal places
      Adjusted PC = PC x Adjustment Factor
       
      Adjusted Independent Student Contribution:
      Adjustment Factor =[EFC/11,000 + 1.10] rounded to 2 decimal places
      Adjusted EFC = EFC x Adjustment Factor
       
    3. Use a minimum self-help expectation of $1,800 for all students.
       
  • Award Amount
     
    1. Set the maximum award equal to the lesser of $4,968 or the tuition and mandatory fees specified in the budget. Set the minimum award to $300; round    maximum eligibility in $150 increments to calculate partial awards.

      The recompute annual full-time award will be one-half the announced start-up full-time award (rounded to the nearest dollar)
       
    2. Applicants with an EFC of $9,000 or above are not eligible.
       
    3. Reduce second- and third-term awards, if determined necessary, by the amount required to remain within the appropriation given expected MAP Caims for applications received prior to the April 19 suspense date. Reduction factors may be different for semester schools and quarter schools to keep the percentage award reduction equal whether applied to a send term award for semester schools students or both the second- and third-term awards for students at quarter schools.
       
    4. Students who have used 75 or more MAP paid credit hours must be a junior or senior to be eligible for MAP. Students who have used 135 or more MAP paid credit hours are not eligible for MAP

2010-11 Start-Up Processing

The 2010-11 start-up for the Monetary Award Program (MAP) and the Silas Purnell Illinois Incentive for Access (IIA) Program began February 9, 2010. All MAP and IIA data can be accessed via MAPnet. Daily processing of 2009-10 ISIR and eligibility status information began on February 10th. When applying the 2010-11 start-up formula the maximum annual award amount for a MAP grant is $4,968.

As a reminder, all colleges are required to:

  • announce MAP awards to the students enrolled at their institutions, including students who are only eligible for a second semester/second and third quarter MAP award;
  • clearly identify the awards on the award notification as: State of IL MAP Grant (Est); and
  • include the School Issued Award Letter Language for 2010-11 with the award notification.
    Compliance with the above requirements is one of the components included in ISAC program reviews.

IIA Program award information will not appear on the 2010-11 acknowledgement letters sent to students by ISAC. Colleges are urged not to announce IIA awards, as preliminary indications are that the program will not receive funding for the 2010-11 academic year. As more definite information becomes available during the fiscal year 2011 state budget process, you will be notified via the usual communication methods (i.e., e-Messages, the FAA Message Board, and the IIA Program News page).

2010-11 Start-Up Formula

On January 22 2010, the ISAC Commissioners approved the 2010-11 (FY2011) MAP start-up formula, which is the same as the 2009-10 (FY2010) recompute formula. The maximum annual award amount for a MAP grant in 2010-11 is $4,968. The 2010-11 Start-Up Formula as listed in the January 22, 2010 agenda book.
